If you've ever stared at a Japanese electricity bill (検針票, kenshin-hyō, literally "meter reading slip") and wondered why the total jumped ¥2,000 from last month, you're not alone. The good news: almost every residential bill in Japan is built from the same four components, stacked in the same order. Once you know what each line does, the whole thing stops looking like a wall of kanji and starts looking like simple arithmetic.
The four lines on (almost) every bill
Regardless of which of the ten regional utilities or newer retail providers you're with, your bill is usually built from these charges:
- 基本料金 (kihon-ryōkin) — base charge
- 電力量料金 (denryokuryō-ryōkin) — usage charge
- 燃料費調整額 (nenryōhi-chōseigaku) — fuel cost adjustment
- 再エネ発電賦課金 (saiene hatsuden fukakin) — renewable energy levy
Add them together and you get your total (ご請求額 / お支払金額). Let's go through each one.
1. 基本料金 (kihon-ryōkin) — the base charge
This is a fixed monthly fee you pay no matter how much electricity you actually use — think of it as a "connection fee" for having power available to your home at all.
In most regions (Tokyo, Tohoku, Hokkaido, Chubu, Hokuriku, Kyushu), this charge is set by your contracted amperage (アンペア, anpea) — the maximum current your home can draw at once, shown on your contract as something like 30A, 40A, or 60A. A higher amperage contract means a higher base charge every month, whether or not you ever use that much power at once.
Kansai, Chugoku, Shikoku, and Okinawa work differently: instead of an amperage-based base charge, these regions use a 最低料金 (saitei ryōkin, "minimum charge") — a flat minimum you pay for the first slice of usage, with no amperage contract involved at all. If your bill doesn't mention an "A" number anywhere, this is likely why.

2. 電力量料金 (denryokuryō-ryōkin) — the usage charge
This is the part that scales with how much electricity you actually consume, measured in kilowatt-hours (kWh). Most providers use a three-tier, rising-block structure:
- Tier 1 — the cheapest rate, typically for roughly the first 120 kWh used in the month
- Tier 2 — a higher rate for usage from about 120 to 300 kWh
- Tier 3 — the highest rate, applied to everything above about 300 kWh
The idea is that a small "essential" amount of electricity is priced cheaply, while heavier usage (bigger apartments, more AC/heating, more appliances) costs more per kWh. This is also why running an air conditioner constantly through a Tokyo summer can push a bill up faster than the raw kWh increase would suggest — you're not just using more, you're spilling into a pricier tier.
3. 燃料費調整額 (nenryōhi-chōseigaku) — the fuel cost adjustment
Japan imports most of the fuel used to generate electricity (LNG, coal, oil), so utilities pass fluctuations in global fuel prices through to customers via this line. It's charged per kWh, recalculated every month, and can be either a surcharge (adding to your bill) or a discount (subtracting from it) depending on where fuel prices stood a few months earlier.
This is normal, and it's the main reason your per-kWh cost can look different in January versus July even if your usage habits haven't changed at all. Don't be surprised to see this line show up as a negative number in some months — that's the adjustment working in your favor.
4. 再エネ発電賦課金 (saiene hatsuden fukakin) — the renewable energy levy
This is a nationwide, per-kWh surcharge that funds Japan's feed-in-tariff program for renewable energy. Two things make it different from the first three lines:
- It's set by the national government once a year for the fiscal year running April–March, not by your individual provider.
- It is identical across every electricity company in Japan — Tokyo Electric, Kansai Electric, and every newer retail provider all charge exactly the same rate per kWh.
The rate has been rising in recent years: it's currently about ¥4.18 per kWh for FY2026, up from about ¥3.98 per kWh in FY2025. If you use 300 kWh in a month, this single line alone adds roughly ¥1,250 to your bill — and no amount of provider-shopping will change that number.
Putting it together: a sample bill
Here's a simplified example for a single-person household using 250 kWh in a month, with an amperage-based base charge:

What actually changes if you switch providers
When you switch electricity providers in Japan, you're changing lines (1) and (2) — the base charge and usage charge — because those are set independently by each company. The fuel cost adjustment (3) also varies by provider, since each calculates it slightly differently. But the renewable energy levy (4) never changes: it's a fixed national rate that appears identically on every bill, from every provider, everywhere in Japan. Switching providers can lower your total bill, but it will never remove or reduce this line.
